Regional political elite: formation principles and mechanisms (Ivano-Frankivsk region as an example)

The article is dedicated to the problem related process of formation political elite Ivano-Frankivsk region. main actors regional were specified by formal features (their influence on strategic decisions) and its groups investigated (national deputies Ukraine, heads local governments state authorities, organizations leading parties, business elite, ideological communicative etc.). focus study was through elections appointments (Verkhovna Rada council), as well public authorities (regional administration structures), which allowed identify analyze procedures mechanisms in region, reflecting complex processes change/reproduction own basis, renewal involvement new members society. Based analysis a broad empirical base, correlation IvanoFrankivsk region with general tendencies transformation system center-peripheral paradigm confirmed. Thus, conditions hybrid regime, despite significant dynamics institutions power this at turn XX−XXI centuries took place mostly form circulation or reproductive − limited, under economic groups. There gradual narrowing institutional channels for recruiting elites turned it into social group incomplete representation. Significant weight forming „closed” nomenclature mechanisms, frequent changes during actors, did not always happen heredity, significantly reduced overall potential still realized full measure.
